Comment: This is a brilliant proposal by Sen. Thune
and Congressman Terry. This proposal is "budget neutral" and would cost the
federal government nothing now, and little or nothing in the future. It would
certainly save state governments billions of dollars.
Since these accounts are tax-deferred accounts, the federal gov't would see no
tax revenues from these accounts until many years into the future. In many
cases, the federal gov't would not receive any revenue from these tax-deferred
accounts until the death of the owner (or the death of the owner and the death
of the owner's spouse.)
By allowing tax-free withdrawals to purchase long term care insurance, fewer
Baby Boomers will have to rely on Medicaid to pay for their long term care
services. The Medicaid budget will not overwhelm taxpayers and Medicaid will be
protected for the truly needy.
